Thank you for your letter No.53837/38 of 9th

Cowell's letter to which you refer reached me

about a month before North returned to the Chinese Secretariat

after his spell of Colonial Secretary, so I decided that this

amount of delay would not matter. About the same time Mr.

Brewin wrote independently to the Secretary for Chinese

Affairs (addressing the office and not the individual).

North in due course replied direct to Mr. Brewin

and promised a further communication and this will follow as

soon as it can be prepared.

You may care to see a letter which went to Mr.

Brewin from this Government in 1932 as it still seems relevant.

Mr. Brewin replied gratefully in June, 1932, in a letter which

said "I do not desire an answer and shall not address you

again on the subject".
